The modifications follow section 201 of the Flood Disaster Protection Act of 1973, 42 U.S.C. 4105, the National Flood Insurance Act of 1968, 42 U.S.C. 4001 et seq., and 44 CFR part 65. The flood hazard determinations are in accordance with 44 CFR 65.4. From the date of the second publication of notification of these changes in a newspaper of local circulation, any person has 90 days in which to request through the community that the Assistant Administrator, Federal Insurance Directorate, Resilience reconsider the changes. The flood hazard determination information may be changed during the 90-day period. Submit comments and/or appeals to the chief executive officer of the community as listed in the table.

The live Nov. 13 post covers FEMA’s countywide Flood Insurance Rate Maps for Sevier County and Incorporated Areas, effective November 13, 2026, Docket FEMA-B-2550. That is a countywide FIRM effective date, not this LOMR. Three Sevier map actions. Three different documents. Do not paste a May 21 panel onto a September 11 case number. Do not treat November 13 as this LOMR.
The July 9 table does not name the Little Pigeon River, a Parkway address, or any cabin. We are not going to invent them. Look the parcel up. If a search result says “Pigeon Forge LOMR” and no case number, check 25-04-5733P against 25-04-1916P before you print a panel.
Does a homeowners policy cover flood on a Pigeon Forge house or cabin?
No. A standard homeowners policy does not cover flood. Our Tennessee flood guide states that flooding is excluded from a standard HO-3. Rising water that inundates a structure from the ground is a flood question. It does not become a homeowners claim because the same storm also blew shingles off. Flood coverage is written through the NFIP or a private flood market. Our Sept. 30 NFIP post records the typical NFIP new-policy waiting period as 30 days, with limited exceptions. None of those exceptions is a reason to wait until the next heavy rain. Sewer, drain, or sump backup is a third bucket, usually an endorsement, not flood insurance and not the base homeowners form. A short-term rental endorsement is a fourth conversation. It is not flood insurance.
If a structure is in an SFHA with a federally backed loan, is flood insurance required?
As a general federal rule, yes — that is a lender requirement, not a statement about a specific house or cabin. FEMA’s July 9 notice says the current effective community number is shown and must be used for all new policies and renewals. Whether LOMR 25-04-5733P will move a given parcel into or out of an SFHA is a map question for community 475442, not a sentence we can write from the Federal Register table.
If the map moves a structure out of the SFHA, the mandatory-purchase rule can fall away. The water does not read maps. If the map moves a structure in, ask the lender, in writing, which map date and community number it is using. Do not treat a listing screenshot as the determination. How does a Pigeon Forge owner or buyer look up the revised panel?
Start on the Map Service Center. FEMA’s notice says revised flood hazard information is available online through msc.fema.gov and at the community map repository. Search the parcel or community number 475442. Note the panel, the printed zone, and whether the product date is on or after September 11, 2026. Compare it with the May 21, 2026 panel from case 25-04-1916P if that case already applied to the same parcel.
Then go to City Hall, 3221 Rena Street, Pigeon Forge, TN 37863. The Federal Register named that address as the map repository, not a street list. Bring the parcel address and any Map Service Center printout. If the structure sits outside the City of Pigeon Forge, community number 475442 is the wrong ID for this row. This July 9 notice did not list Sevierville or unincorporated Sevier County on case 25-04-5733P.
What should a Pigeon Forge owner or buyer do now?
- Look the parcel up on the FEMA Map Service Center under both map dates. Use community number 475442. Compare the panel in effect before September 11, 2026, with the revised panel at msc.fema.gov/portal/advanceSearch. If 25-04-1916P already applied, keep that May 21 printout in the same folder.
- Confirm the panel at City Hall, 3221 Rena Street. The Federal Register did not name streets. We are not going to invent them.
- Ask the lender, in writing, which map date and community number it is using. A dropped lender requirement is not the same as no flood risk, and a new requirement is not a statement we can make about a named cabin from the Federal Register table.
- Read the homeowners or dwelling declarations page. Confirm that flood is excluded and whether you already carry a separate flood policy. A short-term rental form is not flood coverage.
