Project 24-04-0067S is FEMA’s proposed countywide flood-map restudy for Dyer County, Tennessee and Incorporated Areas. The Federal Register of June 11, 2026 (Vol. 91, No. 112, pages 35530–35531, FR Doc. 2026-11678) asks for comments on proposed flood hazard determinations. Docket ID FEMA-2026-0002, Internal Agency Docket No. FEMA-B-2606. Comments are to be submitted on or before September 9, 2026. The preliminary FIRM date printed in that table is October 15, 2025.

This is not a Letter of Map Revision. It is not the live Dyersburg LOMR 24-04-5388P (May 29, 2026). Same county. Different action. A LOMR revises panels already in effect. A proposed countywide study posts preliminary FIRMs and a Flood Insurance Study report and asks for comment before those maps become effective. The June 11 notice does not print an effective date for the new countywide FIRMs. Do not invent one. The notice also does not name streets, creeks, or parcels. Look the address up.

What FEMA published for Dyer County on project 24-04-0067S

The June 11 notice is FEMA’s “Proposed Flood Hazard Determinations” list. Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation, base flood depth, Special Flood Hazard Area boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps, and where applicable in the supporting Flood Insurance Study reports. The purpose of the notice is to seek general information and comment regarding the preliminary FIRM, and where applicable the FIS report, that FEMA has provided to the affected communities. The FIRM and FIS report are the basis of the floodplain management measures that the community is required either to adopt or to show evidence of having in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program.

FEMA proposes to make flood hazard determinations for each community listed, in accordance with section 110 of the Flood Disaster Protection Act of 1973, 42 U.S.C. 4104, and 44 CFR 67.4(a). These proposed flood hazard determinations, together with the floodplain management criteria required by 44 CFR 60.3, are the minimum that are required. The community may at any time enact stricter requirements of its own. You may submit comments, identified by Docket No. FEMA-B-2606, to David N. Bascom, Acting Director, Engineering and Modeling Division, Federal Insurance Directorate, Resilience, FEMA, 400 C Street SW, Washington, DC 20472, or by email to [email protected]. Any request for reconsideration of the revised flood hazard information shown on the Preliminary FIRM and FIS report that satisfies the data requirements outlined in 44 CFR 67.6(b) is considered an appeal.

This is not LOMR 24-04-5388P, and it is not Sevier County’s Nov. 13 FIRMs

The live Dyersburg post covers Letter of Map Revision 24-04-5388P for the City of Dyersburg and unincorporated Dyer County, modification date May 29, 2026, community numbers 470047 (city) and 470284 (unincorporated county), FR Doc. 2026-11669. That LOMR listed City Hall at 425 West Court Street, Dyersburg, TN 38025, and Dyer County Courthouse, 101 West Court Street, Dyersburg, TN 38024. This proposed study lists City Hall at 425 West Court Street, Dyersburg, TN 38024, and Dyer County Building and Zoning, 1910 Pioneer Road, Dyersburg, TN 38024. Same city hall street. Different ZIP as printed. Different unincorporated repository. Use the address printed for the action you are looking up.

This is also not the live Sevier County countywide FIRMs, which FEMA has already set effective November 13, 2026. That Sevier notice printed an effective date. This Dyer notice did not. Do not paste November 13 onto Dyer County. Do not paste May 29 onto a preliminary countywide panel. Does a homeowners policy cover flood in Dyersburg or unincorporated Dyer County?

No. A standard homeowners policy does not cover flood. Our Tennessee flood guide states that flooding is excluded from a standard HO-3. Rising water that inundates a structure from the ground is a flood question. It does not become a homeowners claim because the same storm also blew shingles off.

Flood coverage is written through the NFIP or a private flood market. Our Sept. 30 NFIP post records the typical NFIP new-policy waiting period as 30 days, with limited exceptions. None of those exceptions is a reason to wait for a preliminary map to become effective, or to wait until after September 9. Sewer, drain, or sump backup is a third bucket, usually an endorsement, not flood insurance and not the base homeowners form.

If a structure is in an SFHA with a federally backed loan, is flood insurance required?

As a general federal rule, yes — that is a lender requirement, not a statement about a specific house. Whether project 24-04-0067S will move a given parcel into or out of an SFHA is a map question for the City of Dyersburg or unincorporated Dyer County, not a sentence we can write from the Federal Register table. The notice does not print community numbers in the Dyer County table. Use the community number on the current effective panel and on any preliminary product you pull, not a mailing address.

A proposed map is not an effective map. A lender using the current effective FIRM is not using a September 9 comment deadline. Ask the lender, in writing, which map date and community number it is using. Do not treat a listing screenshot as the determination. This is not a coverage or eligibility promise. How does a Dyersburg or Dyer County owner look up the preliminary panel?

Start with the current effective map. FEMA’s notice says the current effective FIRM and FIS report are accessible through msc.fema.gov for comparison. Then open the preliminary products at hazards.fema.gov/femaportal/prelimdownload. The table identifies the study as project 24-04-0067S with a preliminary date of October 15, 2025. Note the panel, the printed zone, and whether you are looking at the effective product or the preliminary product.

Then go to the matching repository. City of Dyersburg: City Hall, 425 West Court Street, Dyersburg, TN 38024. Unincorporated county: Dyer County Building and Zoning, 1910 Pioneer Road, Dyersburg, TN 38024. The May 29 LOMR named a different unincorporated repository (Dyer County Courthouse, 101 West Court Street). Use the repository printed for 24-04-0067S when you are looking at the proposed countywide study. A Dyersburg mailing address is not a community number.

What should a Dyersburg or Dyer County owner or buyer do now?

  1. Look the parcel up on both the effective Map Service Center panel and the preliminary download. Compare the current effective FIRM with the October 15, 2025 preliminary product for project 24-04-0067S at hazards.fema.gov/femaportal/prelimdownload.
  2. Confirm the panel at the matching repository. City Hall, 425 West Court Street, or Dyer County Building and Zoning, 1910 Pioneer Road. The Federal Register did not name streets. We are not going to invent them.
  3. If you have technical comments, file them before September 9, 2026. Identify Docket No. FEMA-B-2606. The notice lists David N. Bascom at FEMA, 400 C Street SW, Washington, DC 20472, and [email protected]. A comment is not a flood policy.
  4. Ask the lender, in writing, which map date and community number it is using. A proposed panel is not automatically the panel on a closing file.
  5. Read the homeowners declarations page. Confirm that flood is excluded and whether you already carry a separate flood policy. If you need a flood policy, start the application before the next storm. Typical NFIP new-policy waiting periods are 30 days, with limited exceptions recorded in our Sept. 30 NFIP post.
