Sevierville’s May 21 flood-map revision is live — condo owners still need the master policy and an HO-6.

Letter of Map Revision 25-04-1916P for the City of Sevierville in Sevier County is finalized. FEMA listed the modification date as May 21, 2026 in the Federal Register of August 6, 2026 (91 FR 50879–50882, FR Doc. 2026-15946). Docket ID FEMA-2026-0002, Internal Agency Docket No. FEMA-B-2608. The city community number is 475444.

That is a flood-map revision, not a condominium insurance plan. A zone letter does not replace the association master policy. It does not replace a unit owner’s HO-6. Neither of those policies is flood insurance. This article is informational only. It does not promise coverage, price, eligibility, or that any particular building changed zone. What did FEMA publish for the City of Sevierville?

The August 6 notice is FEMA’s finalized “Changes in Flood Hazard Determinations” list. New or modified Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, and/or regulatory floodways as shown on the indicated Letter of Map Revision are finalized. Each LOMR revises the Flood Insurance Rate Maps, and in some cases the Flood Insurance Study reports, currently in effect for the listed communities.

The modified flood hazard determinations follow section 206 of the Flood Disaster Protection Act of 1973, 42 U.S.C. 4105, the National Flood Insurance Act of 1968, 42 U.S.C. 4001 et seq., and 44 CFR part 65. The notice says 90 days have elapsed since newspaper publication and that the Assistant Administrator, Federal Insurance Directorate, Resilience has resolved any appeals.

Is this the same map change as Pigeon Forge 25-04-5733P or the Sevier countywide FIRMs?

No. The live Pigeon Forge September 11 post covers case 25-04-5733P, modification date September 11, 2026, community 475442, listed in FR Doc. 2026-13900. That is a later Pigeon Forge-only row. This case is 25-04-1916P, May 21, 2026. The August 6 table lists Sevierville, Pigeon Forge, and unincorporated Sevier County together under 25-04-1916P. Same May 21 date. Three community numbers. Do not paste November 13 onto May 21. The August 6 table does not name the West Prong, downtown, or any condominium. We are not going to invent them. Look the unit up.

Does a new flood-zone letter replace my HO-6 or the association master policy?

No. A LOMR revises the FIRM panel and, where applicable, the FIS. It does not rewrite the master declarations page, set an HO-6 limit, or buy flood coverage. Keep four items on the same table: the revised FIRM compared with the map in effect before May 21, 2026; the association master policy — what it insures, the deductible, and whether the form reads closer to “bare walls,” “single entity,” or “all-in”; the unit owner’s HO-6 — what the form lists for interior building property, personal property, liability, and loss assessment; and a separate flood conversation, because a zone letter is not a flood policy.

An HO-6 does not replace the master policy. The master policy does not replace an HO-6. Neither is flood insurance. Do not treat either form as if it automatically insures the unit interior, and do not treat either form as flood coverage. Does an HO-6 or the master policy cover flood in Sevierville?

Usually not. Flood is typically excluded from standard condo and homeowners forms. Our Tennessee flood guide is blunt: a standard homeowners policy does not cover flood. A master flood policy, if one exists, is not automatically contents or unit-interior flood coverage. Typical NFIP new-policy waiting periods are 30 days, with limited exceptions recorded in our Sept. 30 NFIP post.

As a general federal rule — not a statement about a named unit — a federally backed loan on a structure in a Special Flood Hazard Area triggers a lender flood-insurance requirement. That requirement is not a master flood policy, and it is not unit-interior or contents flood coverage. Whether LOMR 25-04-1916P moved a given unit into or out of an SFHA is a map question for community 475444, not a sentence we can write from the Federal Register table.

What does Tenn. Code Ann. § 66-27-413 require the association to insure?

The Tennessee Condominium Act rule in Tenn. Code Ann. § 66-27-413 requires association property insurance on the common elements for no less than 80 percent of replacement cost, plus liability insurance on the common elements. That statute is not this LOMR. Owner-installed improvements and betterments are why an HO-6 stays on the list. Repair cost above insurance proceeds and reserves can still come back as a common expense. Check HO-6 loss-assessment limits against the master deductible.

The statute does not convert a zone letter into coverage. The association policy does not stop a unit owner from buying insurance for the owner’s own benefit. Ask whether the master is closer to bare walls, single entity, or all-in. Confirm the deductible and what the bylaws say the unit owner must insure. None of that is a promise that either form covers a named finish, assessment, or flood.

What should a Sevierville condo owner or buyer do now?

  1. Look the unit up on the FEMA Map Service Center under both map dates. Use community number 475444. Compare the panel in effect before May 21, 2026, with the revised panel at msc.fema.gov/portal/advanceSearch. A Pigeon Forge mailing address is not community 475444.
  2. Confirm the panel at City Hall, 120 Gary Wade Boulevard, Sevierville, TN 37862. The Federal Register named that address as the map repository, not a street list. We are not going to invent complexes.
  3. Pull the master declarations page and the HO-6. Ask whether the master is closer to bare walls, single entity, or all-in. Confirm the deductible and what the bylaws say the unit owner must insure. Check HO-6 loss-assessment limits against the master deductible.
  4. Keep the flood conversation separate from the HO-6 conversation. Ask the lender, in writing, which map date and community number it is using. A dropped lender requirement is not the same as no flood risk.
