The Tennessee Department of Commerce and Insurance (TDCI) publishes a monthly table of homeowners rate changes filed through the System for Electronic Rate and Form Filing (SERFF). The table labeled “As of September 2026” includes two filings from Homebound Insurance Exchange (NAIC 17758), both with a disposition date of Sept. 16, 2026, and both with overall decreases.

How to read the owner-occupied row

The overall figure, −13.700%, is the average effect across the filing’s 790 affected policies. The minimum and maximum show the spread. On this row, the maximum is −0.600%, so the highest listed change is still a decrease, and the deepest listed decrease is −24.300%.

Not every row in TDCI’s monthly tables reads this way; some pair a small overall change with a wide swing in both directions. Here, the printed range stays below zero from end to end. Even so, the table does not tell any single household what its renewal will be. Coverage changes, a new deductible, a claim, or a change in the home itself can still move your own premium.

How to read the mobile homeowners row

The mobile home filing shows a −15.000% overall change on 661 policies, with a range from −23.100% to 1.000%. Because the maximum is above zero, the table allows for some policies to see a small increase even though the book as a whole moves down.
